The English version seems to be a previous translation from Portuguese (Brazil) in English so that the term might be wrong in the English version. Any ideas?

"Barragem de mineração" must be "mining dam"; "descaracterizada" is basically the only word you still need to translate. I'd urge you to ask this question in the PT>DE forum, not here. According to this old PRoZ question, it could be disqualify, reclassify, or simply change of status, albeit in a financial context:
